Vodafone won almost everything except coverage consistency and that distinction matters
If you want the fastest, most dependable connection in an Italian city and on the trains between them, Vodafone is the measured answer. If you want the connection that survives a mountain road, it is not.

Reliability at 914 is the number to notice: it measures how consistently a network completes ordinary tasks, and Vodafone edging Iliad by three points across a whole country is a real result. For a traveler whose itinerary is Rome, Florence, Venice, Milan and the Frecciarossa between them, Vodafone is the network you would choose if you got to choose.
What it does not win is Consistent Quality, TIM's category, which is the one that predicts whether your phone works in a valley. That single distinction is the reason this site keeps sending mountain travelers to TIM and everyone else to whatever is cheapest.

Every EU country's mobile plans roam free across the EU under the roam-like-at-home rules, but each operator caps how much of your bundle you can burn abroad. Vodafone Italia's cap is the most generous in Italy.

So a five-week Europe trip that starts in Italy has a genuinely good answer that nobody sells you: buy a Vodafone Italia SIM in Rome for €14.95 and you have 200GB in Italy and 25GB across France, Spain, Greece, Germany and everywhere else in the union. The two exclusions to know. Switzerland is not in the EU and none of this covers it, which is the single most common Italy data mistake. And the roaming rules assume you live in Italy: an operator can flag a SIM used permanently abroad, which is not a problem on a five-week trip and is a problem on a five-month one.

Yes, and by the measured numbers it is the best overall. In Opensignal's December 2025 Italy report Vodafone won Download Speed (63.8 Mbps), Upload (11.2 Mbps) and Reliability (914 of 1000), making it the most awarded Italian operator of the year. It is second to TIM on Consistent Quality, which is the metric that matters outside cities.
Can I get a Vodafone eSIM in Italy as a tourist?
Vodafone Italia provisions eSIMs, but an Italian operator line still requires the passport registration under Decree 144/2005, which in practice means a store visit. If you want Vodafone coverage without paperwork, Yesim publishes Vodafone Italia among its Italian networks and installs in four minutes.
